In dispute over exclusion of members of petitioner association's bargaining unit from parking on two state university campuses, decision of respondent board that the university had no duty to bargain a change of parking location is set aside where the terms and conditions on which the university provides parking to its employees involve the employment relationship between the university and its employees.
