Titan Elec. Corp. v. LA Unified Sch. Dist., B194748

Denial of electrical subcontractor's petitions for writ of administrative mandate challenging district's decisions, allowing prime contractor to substitute another electrical subcontractor for plaintiff, is affirmed where: 1) Public Contract Code section 4107(b) contemplates that the awarding authority's consent to substituting a listed subcontractor with a proposed replacement will occur before the prime contractor has the replacement perform work; and 2) however, a deviation from this chronology is permissible so long as the procedure used complies with the substance of the reasonable objectives of the statute.
