In a dispute over leasehold improvements installed by a private party on land leased from defendant county, inverse condemnation verdict for lessee for $3.5 million is reversed as: 1) inverse condemnation is not an appropriate theory of recovery where the wrong is nothing more than a breach of lease; and 2) under any other theory of recovery, in-place value is not an appropriate measure of damages where the lease has ended.
