In case involving passage by voters of a school bond proposition by a vote of 65.69 percent, trial court's validation of the measure is affirmed over claims that: 1) the proposition did not include the accountability requirements mandated by Proposition 39; 2) the voting scheme plaintiff used was unconstitutional as applied to one of defendants; and 3) the trial court erred in awarding costs to plaintiff in light of Code of Civil Procedure section 861.1.
