Trial court's vacating of defendant-county's finding that plaintiff should be retired from her position as a Deputy Sheriff III due to her mental condition is reversed where the trial court misapplied the standard of review, disregarded significant evidence, and applied the wrong substantive standard to determine whether plaintiff was fit for duty.
