In case arising from dispute over construction of a public building, judgment for defendant city and awarding it damages as cross-complainant is modified to strike a $91,000 penalty for violation of the Subletting and Subcontracting Fair Practices Act entered against plaintiff where the court lacked jurisdiction to impose such penalties under the FPA.
