In suit alleging a violation of the Subletting and Subcontracting Fair Practices Act, summary judgment for defendant prime contractor is affirmed as a change order on a public works project deleted the work for which plaintiff subcontractor had submitted a bid and the sanitation district determined that the change order relieved defendant of its statutory obligation to enter a subcontract with plaintiff.
