Denial of petition for writ of mandate challenging defendant's decision to set aside notices of intent to award managed care contracts to plaintiff is affirmed where defendant's hearing officer correctly found there is neither an express nor an implied prohibition in the Request For Proposal for listing providers that serve more than one county and that it was appropriate to order rescoring the proposals on the basis of the original submissions.
