In suit alleging breach of contract on a construction project, summary judgment for defendant is affirmed over claims that: 1) the period for submitting a Government Claims Act claim was tolled while the parties attempted to resolve a related claim submitted by plaintiff under the Public Contract Code; and 2) plaintiff substantially complied with the claim-filing requirement of the Government Claims Act.
