Collier v. City and County of San Francisco, A113171

In suit seeking taxpayer's injunction, mandamus, and declaratory relief against city and county defendants based on allegedly improper building permit fee revenue transfers, summary judgment for defendants is affirmed as the transfers were proper to cover actual costs incurred by municipal departments in performing regulatory activities related to the building permit process.
