In case involving a Municipal Services Agreement related to a planned Indian gaming facility, summary judgment for defendants is affirmed over claims that: 1) defendant community redevelopment agency's execution of the MSA violates Health and Safety Code section 33426.5; and 2) defendants' adoption of the MSA violates the Community Redevelopment Law and constitutes an unlawful surrender of respondents' sovereign authority.
