In suit alleging that defendant-county violated non-profit corporation's procedural and substantive due process rights by placing all of its facilities on "Do Not Refer" status without adequate notice, hearing, or an opportunity to cure the alleged deficiencies, summary judgment for defendant is affirmed as: 1) plaintiff has no property interest protected by the Due Process Clause; 2) the Adoption Assistance and Child Welfare Act does not create individual rights enforceable under 42 U.S.C. section 1983; and 3) there was no violaiton of substantive due process.
