Permanent injunction to create a "Safety Zone" obtained by default against defendant-street gang is reversed as the district attorney failed to show that the street gang is an unincorporated association for the purpose of service and, in any event, the district attorney did not take steps reasonably calculated, under all the circumstances, to apprise interested parties of the pendency of the action and afford them an opportunity to present their objections.
