Denial of petition for writ of mandate challenging defendant's approval of a subdivision project with a mitigated negative declaration (MND) is affirmed over claim that approving the project with an MND, instead of preparing an environmental impact report violates CEQA, may contribute to a severe groundwater overdraft in North Monterey County, and violates local plans.
