In dispute over whether petitioner, a former temporary instructor of English as a Second Language, became a contract employee who could not be terminated in the manner or time frame he was, denial of petition for writ of mandate to compel reinstatement as regular employee is affirmed based on: 1) a finding that petitioner-s status had not, in fact, changed and thus he was still a temporary employee as of the date of his termination; and 2) laches.
