Divers' Envtl. Conservation Org. v. State Water Res. Control Bd., D046112

Denial of petition for writ of mandate challenging issuance of discharge permit is affirmed as, although defendant could have issued a permit which imposed numeric limits on chemicals in storm water discharges into San Diego Bay under the Clean Water Act and applicable regulations, defendant was authorized to instead require that storm water chemical discharges be limited by employing so-called "best management practices."
