Sustaining of demurrer to complaint alleging city officials and council members violated the Brown Act by meeting privately to discuss a new policy to govern the city police department's response to activated home invasion alarms prior to a public meeting on the policy, is reversed, as the allegations allow the inference that, prior to the meeting, the council members had improperly reached a "collective concurrence" that they would not challenge the verified response policy.
