Orders denying mother's petition to terminate the parental rights of the minor's father and to free the minor for adoption by the stepfather, are reversed where the trial court failed to apply the proper standard in determining whether active efforts had been made to provide services designed to prevent the breakup of an Indian family under the Indian Child Welfare Act, and did not consider all the evidence when determining whether continued custody by the father would damage the minor.
