Order denying petition for certificate of rehabilitation and pardon is affirmed over claim by defendant, an Arizona resident, that the five-year California residency requirement of Penal Code section 4852.01 et seq. violates his constitutional right to travel by providing for disparate treatment of resident and nonresident ex-felons.
