Determination that petitioner was not suitable for parole, based on the Board of Prison Terms's insistence that petitioner develop parole plans in both California and Mexico in case he is deported, is affirmed based on the characteristics of the commitment offense, despite the board's clearly erroneous interpretation of 15 Cal. Admin. Code section 2402.
