Summary judgment in favor of defendant-charter high school is affirmed over claims of plaintiff-visiting student, that: 1) plaintiff substantially complied with the Government Claims Act; and 2) plaintiff was excused from filing the claim, because the school failed to file identifying information for listing on the Roster of Public Agencies pursuant to Government Code section 53051.
