Denial of motion for attorneys' fees in connection with reassessment of property and increase in property tax is affirmed over claims that: 1) petitioners are entitled to attorneys' fees under the common fund theory; 2) petitioners are entitled to attorneys' fees on the substantial benefit theory; and 3) the trial court's denial of attorneys' fees has no legal or factual basis.
