California Court of Appeal

S. California Edison Co. v. Pub. Utils. Comm'n, B183435

A decision by the Public Utilities Commission (PUC) that certain public utilities must require the payment of prevailing wages to workers on energy utility construction projects is annulled in part where, although the National Labor Relations Act (NLRA) did not preempt the decision, the PUC failed to proceed in the manner required by law in that it violated its own procedural rules.
