Imposition of multimillion dollar fine against petitioner is upheld over claims that: 1) the PUC's decisions here are preempted by federal law; 2) the PUC lacks jurisdiction to directly impose penalties; 3) the PUC could not impose a penalty for failure to disclose under Public Utilities Code section 2896(a); 4) the imposition of a multimillion dollar fine violates due process; and 5) the PUC's order that petitioner refund early termination fees to its customers is overbroad.
