Denial of petition for a writ of mandate to compel DMV to renew registration of petitioner's vehicle without a salvage certificate is affirmed over claim that Vehicle Code section 11515 is unconstitutional as it does not provide for an administrative hearing at which a motorist can contest the salvage designation.
