Juvenile court is ordered to dismiss petition filed under Welfare and Institutions Code section 602, charging minor with a misdemeanor, and probation department is ordered to admit minor to informal supervision, based on holding that probation representatives and the juvenile court have abused their discretion by adoption of policy to deny minors the opportunity to participate in program of informal supervision when minors refuse to admit an offense.
