Findings that medical center plaintiff: 1) delegated the right to provide certain services to certain Medi-Cal beneficiaries; 2) overcharged the state for certain patients, and had to pay the state $35 million for such overcharges; and 3) that plaintiff was not entitled to judicial review of its contracts, are affirmed.
