Denial of a mandate petition challenging an agency's denial, for failure to disclose required information, of a pharmacist's application for continued enrollment as a Medi-Cal pharmacy provider is affirmed over his claims of error regarding: 1) legislative intent as to debarment for disclosure errors; 2) due process violation by the agency's appeal procedures; and 3) a failure to provide timely notice.
