Dismissal of a complaint for declaratory relief against plaintiff's tenant pursuant to a demurrer on the ground that the complaint failed to allege a justiciable controversy is affirmed where the trial court did not abuse its discretion in sustaining the demurrer and leaving the parties to their remedies under a city's rent control ordinance.
