Judgment for agency defendant in a dispute over the distribution of costs for relocation, via undergrounding, of certain municipal electrical transmission facilities to accommodate a freeway widening project is affirmed where the undergrounding constituted a "betterment," and defendant did not abuse its discretion by claiming a credit for the relocation costs.
