In an action for injunctive and declaratory relief alleging violations of the Ralph M. Brown Act and the Sunshine Ordinance, summary judgment for defendant is affirmed where limiting public comments at defendant's public meeting to two minutes for each agenda item was not unreasonable or arbitrary.
