In an action concerning dog use regulations in a State Beach, defendant-City failed to comply with the California Environmental Quality Act when it 1)failed to adequately describe the impacts and extent of the current off-leash dog use at the beach, and 2)adopted a negative declaration instead of preparing an environmental impact report.
