Although defendant's conduct constitutes a violation of the Truth in Lending Act, summary judgment against plaintiffs is affirmed where plaintiffs 1) failed to assert a federal claim, and 2) state law remedies are barred by a Virginia law that does subject liability or penalty beyond those imposed by federal statutes.
