CITY OF LODI v. RANDTRON, C037445, C038921

An administrative abatement action order issued pursuant to the Comprehensive Municipal Environmental Response and Liability Ordinance is preempted by the state Hazardous Substance Account Act because the City is a site listed by the Department of Toxic Substances Control for which the state has exclusive jurisdiction over all remedial response actions.
