In a case involving regulations issued by the California Department of Social Services implementing the Statewide Fingerprint Imaging System, Welf. & Inst. Code, section 10830, the trial court's writ of mandate in favor of the plaintiff is reversed where the plaintiff failed to show the Department's regulations exceed statutory authority.
