In light of Utility Cost Mgmt. v. Indian Wells Valley Water Dist., 26 Cal.4th 1185, sewer connection fees imposed in any manner pursuant to Government Code section 66013 are not "fees...imposed on a development project" for purposes of section 66020, thus the action challenging the fees is barred by the applicable statute of limitations.
