Plaintiff has no right, under either Education Code section 44244 or due process, to the addresses he seeks; Regulation 80307, purporting to give him the right to such addresses because they are writings in his file, is invalid because its scope exceeds that necessary to effectuate the purpose of section 44244 and because it conflicts with the Information Practices Act of 1977.
