Trial court's orders denying recovery of attorney fees and costs from Orange County is affirmed where the court acted within its discretion in finding that defendants were not "opposing parties" within the meaning of section 1021.5, and that defendant was not a "prevailing party" within the meaning of Code of Civil Procedure section 1032.
