Vehicle Code section 3050(c) does not confer jurisdiction on the Motor Vehicle Board to consider auto dealer's claims, which assert violations of sections 11713.2 and 11713.3 that arise from a dispute between plaintiff, a distributor, and the dealer over plaintiff's refusal to consent to the transfer of a dealership.
