CALBEACH ADVOCATES v. CITY OF SOLANA BEACH, D038885

Beach erosion causing the failure of a bluff qualified as an emergency under the California Environmental Quality Act, and such an emergency need not be unexpected. Substantial evidence showed that collapse of the bluff could cause damage to life, health, and property, and that the condition required immediate action.
