TRAVIS v. COUNTY OF SANTA CRUZ, H021541

In a claim alleging that a county's second dwelling unit ordinance is preempted by state statute, the statute of limitations (Government Code section 65009(c)) was triggered when the county amended the ordinance after passage of the state law which resulted in the alleged preemption.
