An ordinance, banning the use of personal watercraft within a county's territorial waters, is not unconstitutionally vague on its face in terms of territorial application, and does not 1) foreclose navigation, 2) exceed county authority in matters touching navigable waters, or 3) unduly burden interstate commerce.
