All costs incurred by California public school districts, in carrying out mandatory expulsions under Education Code section 48915(b), are reimbursable under section 6 of the California Constitution, and costs incurred in carrying out section 48915(c) discretionary expulsions are reimbursable to the extent those costs result from section 48918 hearing procedures that exceed federal due process requirements.
