California Code of Regulations Rule 143.3, prohibiting sexual touching, was not unconstitutionally applied to erotic dancers in a topless bar which serves alcohol; application of the rule did not regulate or prohibit nude or erotic dancing, but rather attempted to reduce problems associated with such conduct in the presence of customers who are consuming alcohol.
