Denial of an attorney's fees award under the private attorney general doctrine was proper to the extent fees were denied to an individual seeking elected office who had a specific concrete interest in litigation (and a later appeal) involving a challenge to his candidacy statement in a voter's pamphlet, but fees were not precluded for his appellate work attributable to the proper scope of Elections Code section 13307.
