Defendant fire agencies are immune from liability (under Government Code section 815 and Health & Safety Code section 1799.107) for alleged failure to provide prompt service which resulted in injury, where plaintiffs admittedly could not allege bad faith or grossly negligent conduct, and no special duty arose.
