The issuance of a license is a mandatory requirement for a valid marriage in California, and plaintiff's petition to establish the fact of marriage pursuant to Health and Safety Code section 103450 did not cure his failure to obtain a license, thus he could not inherit from "wife"; the trial court was correct in finding plaintiff was not a putative spouse because he did not have an objectively reasonable, good faith belief that he was lawfully married.
