Good cause for dismissal of a qui tam action filed on behalf of a political subdivision under the False Claims Act exists where the dismissal is rationally related to a legitimate governmental purpose, and not arbitrary, capricious, made in bad faith, based on improper or illegal motives, founded on an inadequate investigation, or pretextual.
