County requirement that union trying to displace an incumbent union as collective bargaining representative submit a petition with signatures of at least 50 percent of the employees in the bargaining unit, and obtain these signatures within 30 days prior to the date the petition is submitted violates Government Code section 3507 of the Meyers-Milias-Brown Act.
