The unfair competition law, Bus. & Prof. Code, 17200 et seq., preempts lawsuit for allegedly failing to disclose cellular phone rates when the exercise of jurisdiction under section 2106 would "hinder," "frustrate" or "obstruct" an ongoing PUC inquiry aimed at formulating policies underlying the subject matter of the lawsuit.
